Position Description:

The Borough Zoning and Ordinance Enforcement Officer (ZOEO) is responsible for monitoring all aspects of the Wyalusing Borough Code requirements as outlined in the Wyalusing Borough Code book. The ZOEO will observe residents property maintenance, solid waste removal, snow and ice removal from sidewalks, and other nuisances. These may include but is not limited to, accumulations of trash and debris, improper storage of junked or abandoned vehicles, dangerous structure, grass and weeds in excessive height, and any other potential hazards that may impact the health, safety and welfare of the residents and visitors of the Borough of Wyalusing, pursuant to the legal extent of the ordinances set forth in the Code of the Borough of Wyalusing, PA.

The ZOEO will also be responsible for facilitating the zoning process within the Borough. This may include evaluating setbacks, proper property usage, monitoring the issuance of building permits, and assisting with the Zoning Hearing Board application process.

The ZOEO will:

  1. Attend all regular monthly Council meetings in addition to any Zoning Hearing Board meetings, and any other meetings he/she is specifically asked to attend.
  2. Submit a written report of the previous month’s activities broken down by week or day.
  3. Work regular hours as designated by Council up to 40 hours per month.
  4. Work additional flexible hours as requested by Council, which may exceed the 40hours per month.
  5. Systematically follow up on violators until a problem is resolved or a citation is issued by the District Magistrate.
  6. Maintain a daily log, to be located in the Borough building, which will include all actions taken regarding violators, i.e. door knockers left, personal conversations held, telephone calls received and initiated, or correspondence sent, etc. This log should be considered the official record of the ZOEO’s activities and as such is to be complete and up to date.
  7. Make sure contractors working within the Borough have filed the correct paperwork and fee for working within the Borough.
  8. Making sure building permits have been secured for appropriate work taking place within the Borough.
  9. Perform any and all other duties as outlined by the Borough Council related to this position.

The ZOEO will undertake the following procedure when dealing with an ordinance violator:

  1. Make the initial contact via a face to face explanation of the remedy. A doorknocker can be used for this if face to face contact is impractical.
  2. If the violator makes no effort to remedy the situation within 10 days of the initial contact, an official letter on Borough letterhead is to be signed by the ZOEO and mailed to the offender.
  3. If the violator makes no effort to remedy the situation within an additional 10 days from the mailing of the official letter as outlined in item b. above, then a certified letter will be sent to the offender again outlining the problem, how it is to be resolved, and the consequences of non-compliance.
  4. If the violator makes no effort to remedy the situation within an additional 10 days from the mailing of the certified letter as outlined in c. above then the ZOEO will turn the issue over to the District Magistrate for adjudication.

Position Summary:

These may include, but are not limited to, accumulations of trash and debris, improper storage of junked or abandoned vehicles, dangerous structure, grass and weeds in excessive height, and any other potential hazards that may impact the health, safety and welfare of the residents and visitors of the Borough of Wyalusing, pursuant to the legal extent of the Ordinances set forth in the Wyalusing Borough Code.

The ZOEO will also be responsible for facilitating the zoning process within the Borough. This may include evaluating setbacks, proper property usage, monitoring the issuance of building permits, and assisting with the Zoning Hearing Board application process for any requested variances to the Zoning Ordinance . The position also includes attendance at the Zoning Hearing Board meetings and coordination with the members, attorney, and court reporter.

Experience:

It’s desired that the ZOEO have experience in the municipal or construction industry of at least 6 months. Experience working favorably with the public is preferred. He/she must be able to objectively evaluate rules and regulations set forth in the Wyalusing Borough Code book. He/she must have a valid driver’s license with at least 7 years of driving experience.

Education:

High School Graduate/GED equivalency. Literacy and basic competence in Microsoft Excel, Word and Outlook.

Hours:

Part time position 5-10 hours per week up to 40 hours per month.

Compensation:

Compensation will be hourly and based on level of experience. Paid vacation, holidays and sick time is available. Mileage is available if he/she is required to use a personal vehicle.

Supervision:

The ZOEO will report to the Borough Council and will be specifically supervised by the Council President or other designated Council member.

Physical Demands:

Light physical demands are required. Walking, bending and climbing into and out of a truck.
